It <strong>describes what learners need to be able to do<\/strong>, the<strong> knowledge<\/strong> that they need to have, and the <strong>skill areas<\/strong> they need to master in order <strong>to communicate<\/strong> in a foreign language. It establishes <strong>three levels<\/strong> of language competence: <strong>A<\/strong> (Basic), <strong>B<\/strong> (Independent), and <strong>C<\/strong> (Proficient).
